Despite Cameroon’s significant energy potential, particularly in solar energy, the country faces major challenges in terms of access to electricity. According to data from the Institut National de la Statistique (INS), 46% of households have no access to energy, a rate that rises to over 80% in rural areas.

An important issue for the country, whose legislation provides for the possibility for communes to invest in decentralized electricity production, particularly based on renewable energy. The FEDACAM program run by REFELA-Cam and AIMF since 2016 with 14 communes in Cameroon is a richly instructive experience in this respect. A national workshop was held on May 22 and 23, 2025 to capitalize on this experience.
